The International Council on Systems Engineering (INCOSE) awarded Becky Reed the Outstanding Service Award during the International Symposium in San Diego, CA, for ''Outstanding Service to INCOSE as President of both the Huntsville AL (2001-2002) and Hampton Roads Area (2006) chapters of INCOSE and sustained community involvement to advance systems engineering as a profession''. The U.S Small Business Administration (SBA) office in Washington D.C informed RII that the company is now certified as an 8(a), Small Disadvantage Business (SDB). 8(a) is a business development program designed to help small, disadvantaged businesses compete in the American economy and access the federal procurement market. Benefits of the 8(a) program include the following:
- Participants can receive sole-source contracts, up to a ceiling of $3 million for goods and services and $5 million for manufacturing.
- To speed up the award process, the SBA has signed Memorandums of Understanding (MoUs) with 25 federal agencies allowing them to contract directly with certified 8(a) firms.
- And finally, 8(a) firms may form joint ventures and teams to bid on contracts, which enhances the ability of 8(a) firms to perform larger prime contracts and overcome the effects of contract bundling, the combining of two or more contracts together into one large contract. 8(a) firms automatically qualify for SDB certification.
Benefits of the SDB program include:
- Price evaluation adjustment: Qualified SDBs receive a price evaluation adjustment of up to ten percent on procurements where mandated by regulation.
- Subcontracting opportunities: Qualified prime contractors can receive evaluation credits when using SDBs as subcontractors

Reed Integration, Inc. provider of technical solutions and training to government and commercial industries announced today that Mr. J. Steven Waddell, MBA, PMP, has joined the company as Vice-President of Strategy.
Steve joined RII full time after serving 25 years with Northrop Grumman. With a career spanning over two decades in product development, strategic planning and risk management, Steve has held the lead role in developing and directing the risk management initiatives of many major defense programs, including ship, radar, propulsion and software projects. Steve was the Risk Management Subject Matter Expert at Northrop Grumman Newport News for all carrier programs, as well as the company's Electric Drive program. Leading a team of systems engineers, he was directly responsible for the successful development and implementation of these programs' complex risk management plans. In 1998, Defense Systems Management College recognized Steve's Risk Management Process for the CVN 77 Aircraft Carrier Program as an Industry Best Practice. Steve is an honors graduate of the Northrop Grumman Newport News' Apprentice School program and holds an MBA degree from Florida Institute of Technology. He is a certified PMP© from the Project Management Institute (PMI).
As VP of Strategy, Steve will be directly responsible for the growth and profitability of the company.
